Dangerous goods include goods that pose a threat to people, the environment, and the transport on which they are transported. These are flammable and explosive liquids, solid and bulk substances, various objects, industrial products and equipment, due to which a dangerous situation may arise during transportation and cause significant damage to transport, other cargo, passengers and crew.

Different modes of transport have different standards for handling and transporting of dangerous goods – the overall size or type of packaging varies; declaration and labelling have different sets of requirements to meet. Supply chain professionals must have the necessary knowledge regarding the packaging, labelling, transportation and declaration of dangerous goods, taking into account different modes of transport.



There are substances and materials that are completely prohibited for transportation by air, not only as cargo, but always and under any circumstances, and their list is continuously updated.

The following substances are completely prohibited for air transportation:

  • explosives that ignite at temperatures above 75°C, with an exposure period of no more than 48 hours;

  • phosphorus-containing explosive mixtures;

  • substances containing components of ammonium, chlorate, and their derivatives;

  • chemical and explosive substances that are hypersensitive to mechanical shock and vibration;

  • liquid materials which with a slight thermal or mechanical effect produce a strong chemical reaction, leading to a sharp increase in pressure in the container, packaging and thermal release;

  • gaseous substances that cause heating of the surfaces of cylinders under a slight difference in atmospheric pressure.


Specific characteristics of international air transportation of dangerous goods:

  • Special marking and packaging. Dangerous goods require special marking, usually made with durable paint. Dangerous goods must be carefully packaged, and the packaging must comply with all applicable standards, regulations, and specifications. The safety of the cargo and the safety of others depend on it, so even in emergency conditions it must remain airtight.

  • Special requirements for loading and transportation. Transportation of dangerous goods must be carried out only by professional and qualified carriers who have the appropriate licenses and certificates. Personnel engaged in loading and unloading of dangerous goods must be certified and equipped with all necessary equipment to prevent the load from falling, damaging or tipping. The cargo compartment of the aircraft must have special fasteners to secure the cargo during the flight. The cargo compartment itself or the baggage compartment in which dangerous cargo is transported must be hermetically sealed from the passenger compartment and the cockpit.

  • A proper package of accompanying documents. Transportation of dangerous goods by air is necessarily accompanied by the execution of a package of documents, without which the dangerous goods will not be allowed either to the terminal or on board. The package of documents includes: a cargo declaration, an original Material Safety Data Sheet (MSDS) with a detailed description of the composition of the substance and methods of its transportation, a Certificate of Conformity for cargo and packaging, a Hygiene Certificate (sometimes), a Certificate with information about the manufacturer of the substance. The documents also include documents for packaging containers and fastenings, as well as copies of contracts and invoices. To avoid errors in documentation and delays associated with registration, it is better to entrust the preparation of the package of documents to specialists.
